Aviation Security Training according to Chapter 11.2.3.9 of the Annex to the Implementing Regulation (EU) 2015/1998 (Persons performing security controls other than screening on cargo and mail)

This training is aimed at individuals who conduct other security checks on cargo and mail. Items of cargo and mail that are to be transported by aircraft must be protected from unauthorized tampering from the moment they undergo security checks until the aircraft departs. This training covers the requirements that must be met for cargo and mail to be loaded onto an aircraft under the status of "secure air cargo" or "secure airmail."

Prerequisites for all aviation security training:
  1. To participate in aviation security training, individuals must have a valid, positively certified background check (ZÜP) at the time of the training, a registration for the security training, and a daily identity check (ID check). For more information about the ID check, please refer to the FAQ.
  2. Both the submission of the ZÜP data and registration for the aviation security training must be completed by the aviation security officer (LSB) or a person designated by them. Both tasks are done online after prior notification. For further details on the ZÜP entry, please refer to the FAQ.
  3. A current, annually renewed declaration from the aviation security officer is a mandatory requirement for submitting ZÜP data and completing registration. More information about the LSB declaration can be found in the FAQ.
Please note that this course does not contain training content required to apply for an airport ID.
If you need an airport ID, please complete the Aviation Security Training 11.2.6.2, also known as the "Airport Module."
Upon successfully completing the online training, the trained individuals will have the following knowledge and skills:
  1. Knowledge of past unlawful interventions in civil aviation, terrorist attacks, and current threats.
  2. Knowledge of relevant legal regulations.
  3. Knowledge of the goals and structure of aviation security, including security checks.
  4. Knowledge of procedures for detaining individuals and the circumstances under which individuals should be detained and reported.
  5. Knowledge of reporting procedures.
  6. Ability to respond appropriately to the discovery of prohibited items/security-related incidents.
  7. Knowledge of security requirements for cargo and mail.
  8. Ability to identify prohibited items.
  9. Knowledge of methods to conceal prohibited items.
  10. Knowledge of transportation requirements, if applicable.
  11. Security culture – Protection against insider threats.

For every license purchased, you will receive a license code after completing your order. The participant must redeem this code after registering in the iLearn24® Learning Management System (LMS). Once redeemed, the corresponding online training is assigned to the participant in the LMS and is immediately available for access.

You will receive a licence code for each training licence purchased in the online shop. This is a unique combination of numbers, letters and special characters of varying lengths. Each licence code therefore represents a licence for a specific training course, including any final test to be taken, and once redeemed entitles the holder to carry out the training course once. For this purpose, the respective licence code must be redeemed online by the training participant - after personal registration in the learning management system (LMS) iLearn24®. Once the licence code has been redeemed, the corresponding training course is assigned to the training participant in the LMS and is activated for processing from this point onwards.

You will receive the licence codes for redeeming and accessing the training courses in the learning management system (LMS) iLearn24® by e-mail after your order has been received and processed. They will be sent to the designated delivery address specified in the order, which may differ from the order address. This usually takes place within 24 hours on working days. You will receive regular updates on the status of your order by e-mail. Registered shop customers can also track the status of their order at any time in their personal shop account.

The license code for one of our training courses is to be redeemed online by the participant themselves after they have registered personally in the iLearn24® Learning Management System (LMS). The LMS can be accessed at this address: https://www.iLearn24.de.

For registration, only a few personal details are required, including name and email address. These are either mandated by law or by a regulatory authority as part of the certification process, and are used, among other things, for issuing the legally compliant training certificate.

Access to the training is granted by redeeming a license code purchased through the wingsacademy online shop in the iLearn24® Learning Management System (LMS). The license code must be redeemed personally by the participant. Redeeming a license code on behalf of someone else is not possible!

Only a few additional personal details—such as name and email address—are required for registration. Once the license code is redeemed in the LMS, the corresponding training is automatically assigned to the participant and will be available for immediate access.

The license codes provided with your order do not have an expiration date, meaning they can be redeemed at any time as needed. Once a license code is redeemed, the participant is assigned the most up-to-date version of the training, both in content and technology, at the time of redemption. In general, the training must be completed within three months of redeeming the license code. If an earlier completion is required due to legal regulations, the participant will be notified via email and reminded to complete the training on time.

Occasionally, a license code may appear not to be redeemable in the iLearn24® Learning Management System (LMS).

This can have several causes but is usually easy to resolve. Please be patient after entering the license code. The verification and assignment process may take some time. If the code was accepted, but the training does not immediately appear on your LMS dashboard, the system may still be processing it.

Check if the code has already been redeemed. In a corporate setting, especially when multiple licenses are purchased for the same training, another person in your company may have already used the code. Please verify this with the colleague who provided you with the code internally.

The training participant completes their training in our learning management system (LMS) iLearn24®, the system on which the person has personally registered to redeem the licence code. The LMS can be accessed at this address (URL): https://www.iLearn24.de.

After logging into the LMS and redeeming a corresponding licence code, the corresponding training course is automatically assigned to the training participant. This process can take a few minutes.

The training can be found and started immediately after assignment on the start page of the LMS (tile or list display with the title of the training) and at any time in the menu item ‘My iLearn24®’ - ‘obligatory’.

All you need to work through the course online is a device connected to the internet (desktop PC, laptop, tablet) and an up-to-date browser.

Our training courses are optimised for use on desktop PCs, laptops and tablets. With all other mobile devices - including smartphones - there may be challenges when completing certain exercises in the training programme.

All training courses can be paused at any time - with the exception of the final test (learning success check) - and continued at a later date. This can be done either at the last point worked on or from the beginning. Interrupting the final test (learning success check) is categorised by the system as a failed attempt!

As a rule, you can retake a final test as often as needed until you pass. An exception is, for example, the dangerous goods training according to IATA DGR. If you fail the Dangerous Goods Regulations (DGR) training course twice, you will have to repeat it in full as classroom training. If you have forgotten your password for accessing the iLearn24® learning management system (LMS) - and therefore your training - you can request a new password at any time using the ‘Forgot password’ function below the login to the LMS. To do this, follow the few simple steps indicated there.

If the personal data you entered when registering in the iLearn24® learning management system (LMS) changes, you can change it at any time. To do this, call up your ‘Profile’ within the LMS after logging in, select the ‘Edit’ button and adjust the relevant data. Don't forget to save your changes afterwards.

Please note: Changes - especially for imprinting in the training certificates - only become effective for the future when you save them.

Yes, after each successfully completed training course, the training participant automatically receives a corresponding, legally compliant certificate as proof of training. It is sent electronically as a PDF document with a slight time delay to the e-mail address provided by the training participant. In addition, the certificate is available for download by the training participant within the iLearn24® learning management system in which the training was completed under ‘My iLearn24’ - ‘My certificates’.

In addition, the training participant can specify another person or an e-mail address to which the certificate should also be sent electronically. The additional e-mail address must be entered before the online training course is completed. The additional e-mail address can be removed from the personal profile at any time if required.

Acquired certificates can be downloaded within the learning management system iLearn24®, in which the training was completed, after logging in under ‘My iLearn24’ - ‘My certificates’.

In addition, certificates are sent electronically as a PDF document to the e-mail address provided by the training participant after successful completion of the training course. If an additional e-mail address for sending to third parties is entered by the training participant, the certificate is sent electronically to this address at the same time.

Changes to personal data - in particular for imprinting on the training certificates - will only take effect if they have first been adjusted in the learning management system (LMS) iLearn24®. The corresponding change must have been made before the completion of the respective training course, as it only has an effect for the future.

Retroactive changes to personal details are not possible - not even by our support team! If the personal details you entered when registering in the iLearn24® learning management system (LMS) change, please remember to update them promptly.

To do this, call up your ‘Profile’ within the LMS after logging in, select the ‘Edit’ button and adjust the relevant data. Don't forget to save your changes afterwards.

The validity acquired upon completion of a training course varies depending on the training topic. It is either based on the official or legal requirements or follows the recommendations of the relevant expert committees.

In order to take part in aviation security training, a positively certified background check in accordance with Section 7 of the Aviation Security Act (LuftSiG) must be available at the time of training. The application for a background check must be submitted to the responsible aviation security authority in the country.

In addition, each aviation security training course requires registration for the aviation security training course by the Aviation Security Officer or a person nominated by him/her by the Federal Aviation Authority. 

Learners must undergo an identity check (ID check) once a day

Only the aviation security officer or the person authorised by the aviation security officer can enter a background check (ZÜP) in the iLearn24® learning management system. It is not possible to enter the background check for yourself.

The aviation security officer of the company or the person authorised by the aviation security officer where the training participant works is responsible for ensuring that the valid background check is stored in the iLearn24® learning management system.

The aviation security officer or a person authorised by him/her can store the background check in the iLearn24® learning management system.

In this case, it may be that the training participant has only registered but not yet redeemed a licence code, for which a Background Check Data (ZÜP) is required. If nothing has worked, please contact the support team: support@iLearn24.de. Everything will be checked there and you will receive feedback and a solution within 48 hours on working days Monday to Friday (except public holidays in NRW).

In accordance with the standardised national training system and the requirements of the German Federal Aviation Authority, we may only accept training registrations by safety officers or their designated persons from companies subject to training obligations in accordance with Section 11.0.1 of DVO 1998/2015. These include the competent authorities, the airport operator, air carriers or other companies that employ persons, carry out measures or are responsible for their implementation, which are their responsibility under the national civil aviation security programme.

The Aviation Security Training Ordinance (LuftSiSchulV) specifies that in addition to the authorities, airport operators or airlines listed above, this also includes the entities in the secure supply chain.

Registration with us is therefore carried out by the aviation security officer of the company obliged to provide training or a person nominated by him/her. This is done online in our learning management system (LMS) iLearn24® - similar to the entry of data for the background check (ZÜP). The person will receive the access data for the LMS immediately after we, as the training provider, have received the notification from the aviation security officer.

If it is also necessary to enter the background check (ZÜP) data for a training participant, the registration for the aviation security training is systematically linked to the background check (ZÜP) entry and can be carried out in a process immediately afterwards.

It is possible that the training participant has not yet registered, or has registered but has not yet redeemed the licence code for the aviation security training. If there are still challenges, please contact the support team at support@iLearn24.de. Everything will be checked there and you will receive a response within 48 hours on working days Monday to Friday (except public holidays in NRW).

According to the LBA, security officers should now check the identity of participants in aviation security training courses once a day - regardless of whether the identity check is carried out online using a camera or on site at the company premises. Programme operators, i.e. the training providers of online aviation security training courses (WBT/CBT) themselves, are also required to check the identity of each training participant once a day when using camera-based online procedures.

The LBA also specifies the following with regard to documentation: ‘The person carrying out the training must document the identity check. The documentation of the identity check must be kept for at least the duration of the validity of the computerised aviation security training (usually five years) and must be presented upon request by the authorities.’ The identity check ensures that a person is who they say they are.

Regardless of the type of identity check used, there is a requirement that the person carrying out the identity check must have a valid background check. The person carrying out the identity check must document the identity check. The documentation of the identity check must be kept for at least the duration of the validity of the computerised aviation security training (usually 5 years) and must be presented upon request by the authorities.

Yes, every aviation security training course concludes with a test (also known as a learning success check by the Federal Aviation Authority). Only a successfully completed test leads to the completion of the training and the issue of a training certificate.

With the entry into force of the new Aviation Security Training Ordinance (LuftSISchulV), the Federal Aviation Office has stipulated that from 1 January 2025, only a maximum of three attempts will be required to pass the final learning success check (test) of an aviation security training course.

Aviation security training is valid for five years from the date of successful completion.

After passing the final aviation security training test, the certificate is automatically generated by the system. It can be downloaded as a PDF by the training participant at any time after the training in the learning management system (LMS) iLearn24® under the menu item ‘My certificates’.

By entering an additional e-mail address in the personal profile, an acquired certificate can also be sent by the LMS to another person or a central office.

The process for obtaining the final training certificate is very simple for the training participant: the theory is completed via iLearn24 as usual. The patricipant then receives proof that they have completed the theory for the 11.2.3.6 training course and successfully passed the learning success check. They then present this proof to the trainer of the on-site instruction. The on-site instruction must be carried out within six weeks of completing the theory part, otherwise no validity can be certified for this training.

After the participant has successfully participated in the on-site instruction, they upload the proof of practical experience, which they receive from the on-site instruction instructor, to their account in iLearn24 as a PDF or image file. The participant will find an upload option for this in 11.2.3.6 Training after completing the theory. The proof of practice is then checked by the wingsacademy team. If everything has been carried out correctly, the final training certificate is created, which can then be downloaded in iLearn24 under ‘My certificates’.

The German Federal Aviation Authority (LBA) requires a final training certificate, which is the official certificate following the on-site instruction for aviation security training in accordance with Chapter 11.2.3.6 of the Annex to Implementing Regulation (EU) 2015/1998. According to the LBA, the final training certificate must be issued by the training provider, i.e. wingsacademy. Therefore, the process has been adapted accordingly so that the training participant continues to receive a corresponding, legally compliant certificate after completion of the training.

Successful completion of aviation security training in accordance with Chapter 11.2.6.2 of Implementing Regulation (EU) 2015/1998 serves as the basis for issuing an airport ID card.

The aviation security officer has a central role in every company that participates in the so-called ‘secure supply chain’: From the manufacturer as a known consignor, through freight forwarders or warehouse keepers as regulated agents, to the air carrier and the airports and their known and regulated suppliers.

The aviation security officer is responsible within the company for the implementation of and compliance with aviation security regulations. What sounds simple in theory is actually quite complex in practice. Aviation security officers must be trained in accordance with the EU regulation and national requirements and undergo further training at regular intervals. When appointing and providing these persons, a background check (ZÜP) must also be carried out in accordance with Section 7 LuftSiG.

The tasks of an aviation security officer include the organisation of measures to ensure security and compliance with quality assurance in companies. In order to be able to fulfil this activity, appropriate training and further training for aviation security officers is therefore necessary.

A competency assurance serves as proof of the required expertise or refresher training and is also offered by the wingsacademy as an online training solution.

These competency assurance modules take a wide variety of forms and are generally to be understood as learning chunks on specific topics of dangerous goods training. They can take examples from the content of the current training course, be prepared as so-called pre-check variants with questions and exercises or in the form of short videos or scenarios, etc.

The topics are derived from the evaluation of the final tests for dangerous goods training according to IATA-DGR (learning success checks) completed by all of the training participants. Here we look at which questions were frequently answered incorrectly in order to then transfer the associated content into refresher competency assurance modules.

Yes, the LBA requires that competency checks are carried out during the year for all training participants as part of the CBTA in dangerous goods training in accordance with IATA-DGR.

These can be carried out independently on site or, for example, using an efficient online solution. The need for competency assurance measures is derived from the Notices to Airmen (NfL) 2-586-21. Unfortunately, the term ‘assessment’ is not only frequently used in the context of CBTA in both the IATA Dangerous Goods Training Guide and the NfL, but unfortunately also with different meanings:
  • As an assessment of training needs, as an assessment of
  • whether learners have achieved their learning objective (e.g. learning success check)
  • and as a regular assessment of whether the training participants still have the knowledge required to fulfil the tasks. 

The NfL only states under the relevant training evidence passage with reference to competency assurance that this must be documented, but not how often or in what way this assessment must be carried out.

Every training participant with a valid DGR certification must take part in competency assurance measures during the course of the year. 

The need for competency assurance measures is derived from the Notices to Airmen (NfL) 2-586-21. This refers to a regular assessment that must provide documented proof that the training participants still have the knowledge required to fulfil their tasks.

In the Notices to Airmen (NfL) 2-586-21, the relevant training certificate passage with reference to competency assurance for IATA DGR training only specifies that this must be documented, but not how often or in what way this assessment must be carried out.

Our online training solution for competency assurance in accordance with the CBTA specifications of the Federal Aviation Authority provides for a rhythmic playout of small modules for competency assurance every three months. Regular and seamless completion ensures that all participants receive a shortened form of recertification in the Dangerous Goods Regulations training programme. In concrete terms, this means that only one learning success check (final test) has to be completed. The previous, repetitive training of all content can be completely omitted.

No. Systemic evidence as a record of the assessment and continuous assessment is sufficient for the properly performed competency assurance measures.

In the Notices to Airmen (NfL) 2-586-21, under the relevant passage on proof of training for Dangerous Goods Regulations training in accordance with CBTA requirements, it is stated that:
  • the assessment of the scope of training must be listed as a date on the initial certificate (i.e. the Training Needs Analysis, TNA for short) and
  • subsequently the last assessment (i.e. the assessment before recertification, which checks whether the training participant is still carrying out the activity for which they are trained) and
  • whether the necessary competences are present.
Point 2.7.1 of the aforementioned edition of the NfL also states that the written final examination and the training certificates to be issued, as well as the assessment by the employer, are regarded as training records.
Point 2.7.2 Training certificates of the NfL refers to the certificates for the initial or recurrent training. In other words, the last assessment prior to receipt of the certificate, not every assessment, such as those from each individual competency assurance measure.
