Do you have to complete a Competency Assurance Course?
Yes, the LBA requires that competency checks are carried out during the year for all training participants as part of the CBTA in dangerous goods training in accordance with IATA-DGR.
These can be carried out independently on site or, for example, using an efficient online solution. The need for competency assurance measures is derived from the Notices to Airmen (NfL) 2-586-21. Unfortunately, the term ‘assessment’ is not only frequently used in the context of CBTA in both the IATA Dangerous Goods Training Guide and the NfL, but unfortunately also with different meanings:
- As an assessment of training needs, as an assessment of
- whether learners have achieved their learning objective (e.g. learning success check)
- and as a regular assessment of whether the training participants still have the knowledge required to fulfil the tasks.
The NfL only states under the relevant training evidence passage with reference to competency assurance that this must be documented, but not how often or in what way this assessment must be carried out.
